Hello, As a result of your complaint registered with the Bucharest Transport Company STB S.A. under number 33041/2024, we inform you of the following: - Foreign citizens on the territory of other states are subject to the jurisdiction of those states and are responsible for any violation of local laws or regulations. Regardless of how different the foreign laws or rules are from those existing in Romania, respecting them ensures peace, comfort, and dignity in relation to the local authorities.
- Subscriptions are travel titles that can be loaded onto the transport card. Validation is mandatory only for 24-hour and 72-hour subscriptions, in the first vehicle in which the journey is made, at the electronic equipment installed for this purpose. After the validity of the 24-hour or 72-hour subscription expires, it can only be used in the vehicle where this situation was noted, until the next station. Thereafter, the journey can only continue by purchasing a new travel title.
- We inform you that the validation operation is carried out by bringing the card close to the central area of the validator for 2-3 seconds, in order to deduct the journey made. Correct validation is confirmed by a short beep, the lighting of the green LED, and the message "Have a nice trip!" displayed on the validator screen. If you wish to validate for two or more people, the multiple validation procedure must be followed - after the first validation, press button 2 or "+" on the validator. This button press operation followed by the usual validation is performed for each person in the group and is confirmed by the lighting of the green LED accompanied by a short beep and the message "Have a nice trip, card validated for x people!".
Before boarding public transport, passengers must ensure that they have a valid travel title, and at the request of STB's inspection representatives, they must present it for verification. According to the Regulations of the community service for local public passenger transport in the Bucharest-Ilfov region 2021, Chapter XII Rights and Obligations of Passengers, Main Obligations of Passengers, letter a) passengers must pay for and hold valid travel tickets, in accordance with the tariffs mentioned in the published fare offer, or other travel documents established by law and/or TPBI decisions. Ignorance of this information does not exempt passengers from paying the fine, as the rules are also available on the company's website. Persons identified without a valid travel title following the inspection in the transport means are sanctioned by the inspection agents as follows: - either by paying the travel surcharge on the spot in the amount of 80 lei, for which a surcharge card is issued. Note that the surcharge is not a sanction; it is a title with a special tariff and falls into the category of special regime documents;
- or by the inspection agent drawing up a contravention report (fine ranging from 300 to 500 lei), based on the identity document, (according to OG 2/2001, the offender is obliged to present the identity document to the inspection agent, if they refuse, a police or gendarmerie team is called).
According to the legal provisions in force, persons identified without a valid travel title bear the consequences of the law. Therefore, since the persons in question did not present travel titles at the time of the inspection, the sanctions were justified. To recover the amount paid for the purchase of the travel surcharge title, which allows the use of all surface public transport means in the Bucharest-Ilfov region only on the day it was issued, until 24:00, there is the possibility of addressing the court.
